Automatic retries for Claude requests waiting for usage to reset.

- Automatic retries for Claude: Requests waiting to start can retry after usage resets, when Claude provides a reset time. Keep Astola Host running for retries.
Improvements
- Pending retries are saved when you close Astola Host and restored when you reopen it, without having to send the waiting requests again.
- Usage updates in chats show the expected reset time and whether a request will retry automatically or needs to be sent again. Requires the updated Astola App.
